Manager accused of pimping Fort Collins massage parlor employees
FORT COLLINS Employees at a Fort Collins massage parlor performed sex acts and apparently lived at the business before it was shut down in a raid earlier this year, according to police.
Chong Hui Sullivan, 60, who ran FCT Massage in the strip mall on 111 W. Prospect Road, was arrested Tuesday on charges of pimping, pandering and keeping a place of prostitution, according to her arrest affidavit from Fort Collins Police Services.
The business has been closed since police raided it last spring, along with SH Cheap Oakley Sunglasses Massage at 4032 S. College Ave. Sullivan’s arrest comes months after Fu Zhen Huang, 51, and Song Qing Yu, 52, were arrested on similar charges. Police haven’t indicated whether their cases are related to Sullivan’s.
FCT Massage opened in 2009 and drew police interest as early as October 2011, when a man told police that after his massage, the masseuse manually stimulated his genitals. The man reported it to police as a sexual assault. However, he paid an additional tip for the services, according to the affidavit.
Police said they found business reviews on “Erotic Massage Parlors,” a website that described FCT Massage as offering a panoply of sex acts and employing a masseuse who became “pushy” and “frustrated” during an act.
In May 2012, a man who had received services at FCT Massage told police he was once given manual genital stimulation during a $40 massage, but when he Cheap Oakley Sunglasses declined to pay an extra $100, he was told to leave and “to never come back and not to tell anyone,” according to the affidavit.
In October 2012, a female police officer in plain clothes went to the business and asked for a massage but was told, “We don’t do that,” by someone who answered the door, according to the affidavit.
Police built their case against Sullivan by digging through trash bags of tissues, latex and lingerie found in Dumpsters before the business was raided in April. They served a search warrant after an undercover agent received a massage and was offered sex for $150, according to the affidavit.
A female employee who said she lived and slept at the business showed investigators cash hidden in shampoo bottles and under a TV. Used pink condoms were stored in a Hi C juice container in a freezer. Police found clothing, beds, dressers, a kitchen, treadmill, toiletries and food in the building. Department of Justice Immigration card were found at during a search at Sullivan’s apartment on 1212 Raintree Drive, according to police.
Police conducting surveillance and reviewing video surveillance did not see anyone leave the business upon closure, according the affidavit.
During an interview with investigators, Sullivan said she was hired by Yin Mee Aan as a subcontractor, but police said they found inconsistencies in her described connection to the business and what they observed through surveillance.
Investigators searched Sullivan’s bank records, finding numerous cash deposits ranging from $200 to $2,040 from a four month period in the past year. In A Cheap Oakley Sunglasses ugust 2012, Sullivan paid $12,000 cash for a Honda CRV, according to police.
Police found that she and a woman named Aan, who was previously convicted in a New York City prostitution case in 1992, were both named on the utility b Cheap Oakley Sunglasses ills.
